남한 노동조합에 대한 탄압을 중단하라

2015년 11월 14일, 전국민주노동조합총연맹의 ‘민중총궐기’ 참가 호소에 호응해 민주노총 조합원을 중심으로 약 10만 명이 서울 거리로 나섰다. 집회의 주요 요구는 박근혜 정부의 ”노동개혁” 반대였다. 박근혜의 “노동개혁”은 임금을 삭감하고 사용자들이 노동자들을 더 쉽게 해고하려는 법안들을 포함한다. 또한 집회 참가자 대부분은 중·고교 역사 교과서를 국정화하려는 정부의 최근 발표에 격분하고 있었다.

이 집회의 정당하고 민주적인 요구에 대해, 박근혜 정부는 무자비한 경찰 폭력으로 대응했다. 2만이 넘는 경찰 병력이 집회 참가자들과 충돌했다. 경찰은 이날 하루에만 18만 리터 이상의 물을 물대포로 퍼부었고 이로 인해 수십 명의 부상자가 발생했는데 한 분은 생명이 위태로운 상태에 빠져 있다. 뻔뻔스럽게도 박근혜 정부는 집회를 조직한 민주노총과 제 단체들이 폭력적이었다고 비난하며 단체 대표들을 소환하고 있다.

한상균 민주노총 위원장은 현재 경찰의 수배를 받고 조계사로 피신해 있다. 11월 21일 박근혜 정부는 민주노총 본부 등 노조 사무실 여덟 곳을 침탈했다. 2천 명이 넘는 경찰이 동원됐다. 이것으로도 성이 차지 않았는지, 11월 23일에는 전국공무원노동조합 마포구지부 사무실을 강제 폐쇄했다.

지난 3년 동안 박근혜 정권은 전국교직원노동조합과 더불어 공무원노조를 공격했고 두 노조의 법률적 지위를 박탈했다. 전교조와 공무원노조에 대한 박근혜 정부의 공격은 전체 노동운동을 향한 공격의 일환이다.

공무원노조에 대한 가장 최근 공격은 지방자치단체 청사에 있는 지부 사무실을 강제 폐쇄하는 것이다. 마포구지부는 공무원노조 내에서 가장 투쟁적 지부 중 하나였고 2주간의 점거 농성을 벌이며 정부의 사무실 강제 폐쇄를 저지한 바 있다. 마포구지부가 유일하게 사무실을 지켜내자, 마포구지부 사무실과 박천석 지부장은 사무실 폐쇄 저지 투쟁의 마지막 보루가 됐다. 박근혜 정부는 이런 투지를 더 이상 내버려둘 수 없었고 마포구지부 조합원들을 사무실 밖으로 물리적으로 끌어내 마포구지부 사무실을 강제 폐쇄했다.

우리는 남한 노동자들의 권리를 부당하게 공격하는 박근혜 정부의 행태를 규탄한다. 우리는 박근혜 정부에게 다음을 요구한다.

- 한상균 민주노총 위원장에 발부된 체포 영장을 즉각 철회하라.

- 민주노총 본부와 산하 노조에 대한 탄압을 중단하라.

- 공무원노조와 전교조의 노조 지위를 복원하라.

- 공무원노조 마포구지부 사무실을 원상 복구하라.
